Gary Buss - PRESIDENT
Gary Buss is a founding member of the Faith Based Network. He initiated and continues to lead the annual Our Community Event on the first Saturday in August, and Gary’s wife, Beckie, launched the LINC Resource office. They call Culver home and are active in church leadership at Living Hope Christian Center.
marissa wilson - secretary
Marissa Wilson has been involved with FBN since 2016, and she works in social services for the Oregon Department of Corrections. Marissa and her husband, Zane, live in Madras and are proud to be raising their family in Jefferson County. The Wilson’s are active members of St. Patrick’s Catholic Church.

Bob Franke owns and operates a local agri-business co-op. He has served on the Madras Gospel Mission Board for the past 12 years and is a member of Living Hope Christian Center. He considers it an honor to serve in this great community.
mae huston - board member
Mae is a former Jefferson County Commissioner. Mae has been involved with FBN since 2016. Mae and her husband Stan have lived south of Culver since 1998 and are active members of Culver Christian Church. She enjoys genealogy and patriotic activities.
Rick Herbert - Board Member
Pastor Rick Herbert leads Juniper Community Church and joined the FBN Board in 2021. Rick and his wife, Misty, have been in the ministry since 1985. After serving 27 years in the Willamette Valley, they moved to Madras in 2020 and now reside in Culver. They love living and serving with the people of Central Oregon.
Mike Cloud - Board Member
Mike Cloud grew up in Madras and Culver. He is a semiretired farmer in Culver. His wife, Glenda is a retired teacher. They are active members of Juniper Community Church. Mike has been on several community boards. He is looking forward to serving on the FBN Board.
Services Director
Truett SHILLInG
FBN has a new Shelter Manager and Services Director who will be leading JCFBN starting on January 1, 2025. Truett has worked with youth and families as a pastor, for many years, in churches in Arkansas, Colorado and Oregon. Through that work, Shilling says he was driven to support the unhoused and those in need. “I want to make those that society has deemed unimportant, important in our society and lives by loving them like Jesus does. Truett has worked as a full time elementary teacher, children’s pastor, family pastor, worship leader and now a Faith Based Non-Profit leader. He tries to be open to whatever The Lord Calls him to by being “F.A.T” for Jesus. Faithful. Available.Teachable.
